This year’s Home Care Warm Up showcases a dynamic roster of industry leaders who will break down the latest Medicare reforms, regulatory updates, and performance expectations for 2026. From state officials to nationally recognized educators, each session delivers actionable strategies designed to elevate compliance, improve clinical outcomes, and position home health agencies for success in the year ahead.
Denise Bellville, RN, BS, is HCAF's Executive Director. She has been an RN for 45 years, working in critical care, emergency care, open heart surgical intensive care unit (SICU), and neonatal intensive care unit (NICU) before transitioning to the home care industry as an executive for 30 years. Her home care clinical experience ranges from pediatric/adult ventilator cases, infusion therapy, and in-home peripherally inserted central catheter (PICC) line placements. Her favorite aspect has always been teaching elderly patients information that helps them reach their potential and remain at home.
"I knew I wanted to be a nurse since I was five years old. The only thing I asked for that Christmas was a nurse's bag, and once I found it on Christmas day, I told my parents to just have Santa take everything else back. My first introduction to home care was a pediatric ventilator case. The hospital asked if I could get her home, settled, and teach the family what they needed to know. Well, as you might suspect, I was there for two years. My love of nursing has allowed me the opportunity to enter a stranger's home and leave as a friend. Even after all these years, those new friends still invite me to family affairs. It has been a career that has already lasted a lifetime."
Jessica Devine has worked in home care since 2014 across various provider types, including Medicare-certified home health, nurse registry, and private duty. Prior to joining HCAF, she served as the Director of Private Care for a Visiting Nurse Association, overseeing a multi-region business in conjunction with the organization's home health and hospice services. She strongly believes that home care, more than any other form of health care, enhances patient well-being by promoting independence and preserving dignity, regardless of their living situation.
Jessica is a proud alumna of the University of Central Florida, where she earned a Bachelor of Arts in Interdisciplinary Studies.
BerryDunn's Director of Healthcare Research and Education, Lindsay Doak is a seasoned leader in the industry, with 15 collective years of experience leading strategic direction and growth initiatives for the health care education, business intelligence, and patient satisfaction markets. Lindsay’s role with BerryDunn includes spearheading the 2021 National Healthcare at Home Best Practices and Future Insights Study. She has extensive experience working on national studies, and has served as co-chair of the Phillips National Telehealth Study.
Lindsay has a passion for industry education, and she currently serves on the Education Committee for the National Alliance for Care at Home. Her past experience includes the creation of education platforms and certification programs, providing strategic direction to align programs and content offerings with current industry needs.
Colby J. Ellis, Esq., represents and advises employers across many sectors involving a wide range of state and federal employment and labor laws. He has experience representing employers in federal and state courts and before various administrative agencies including the Equal Employment Opportunity Commission (EEOC), the National Labor Relations Board (NLRB), the Occupational Safety and Health Administration (OSHA), the United States Department of Labor (DOL), and the Florida Commission on Human Relations.
Prior to joining Littler in 2023, Colby worked at a boutique management-side labor and employment law firm in Tampa, Florida. There, he acquired experience defending public and private sector employers in discrimination, wage and hour, and Section 1983 claims.
During law school, Colby served as president of the Student Bar Association, executive articles editor for the Florida Journal of Law and Public Policy, and a teaching assistant for Legal Writing and Appellate Advocacy. Colby worked as a judicial extern for the Hon. Mark E. Walker of the United States District Court for the Northern District of Florida and as a summer associate for a boutique management-side labor and employment law firm.
Melinda A. Gaboury, COS-C, with more than 33 years in home care, has over 23 years of executive speaking and educating experience, including extensive day to day interaction with home care and hospice professionals. She routinely conducts home care and hospice reimbursement workshops and speaks at state association meetings throughout the country. Melinda has profound experience in Medicare Patient-Driven Groupings Model (PDGM) training, billing, collections, case-mix calculations, chart reviews and due diligence. UPIC, RA, ADR, and TPE (Unified Program Integrity Contractor, Recovery Auditor, Additional Documentation Request, and Targeted Probe and Educate) appeals with all Medicare Administrative Contractors (MACs) have become the forefront of Melinda’s current impact on the industry.
She is currently serving as chair of the The National Alliance for Care at Home/Home Care & Hospice Financial Managers Association Advisory Board and Work Group and is serving on the board of the Home Care Association of Florida and the Tennessee Association for Home Care. Melinda is also the author of the Home Health OASIS Guide to OASIS-E1 and Home Health Billing Answers, 2025.
J'non Griffin, RN, MHA, HCS-D, HCS-C, HCS-H, COS-C, is a 37-year veteran of home care as a registered nurse. She received her Master’s degree in Health Care Administration in 2005. She has experience as a field nurse, director, and executive with home health and hospice agencies, both large and small. She has served as Director of Staff Development and Appeals for home health and hospice agencies. She has taken part in mock surveys for agencies and prepared agencies for accreditation. She has been directly involved in accreditation surveys, acquisitions, and many regulatory crises with state survey agencies and the intermediary. HCAF is pleased to have her serve as Secretary of its Board of Directors.
Patti Heid, MPST, COS-C, is HCAF's Senior Director of Best Practices & Compliance. She has been a physical therapist for over 30 years and has worked in the home care setting for 27 of those years. She believes that nothing can compare to the rapport that one develops with a patient while working with them and their families, in their own homes, helping overcome the "real-life" day-to-day challenges that they face. Over the years, Patti has gained valuable experience by fulfilling many key roles within the home care arena, from field clinician through the management level. All these roles have given her deep abiding respect and admiration for the good that home care providers can achieve.
Patti graduated from St. John's University in New York in 1991 with a Bachelor of Science degree in Biology. She obtained her Master of Science in Physical Therapy degree from the University of Miami in 1993.
Susan Harris Lowery, RN, is a seasoned registered nurse with over 30 years of clinical and administrative experience, including more than two decades in home health care. Her career began in direct patient care as a field nurse and evolved into leadership roles in home health management. For over 12 years, she has served within the Florida Agency for Health Care Administration (AHCA), where she has held a range of positions including Registered Nurse Specialist Surveyor, Registered Nurse Consultant in the Complaint Unit, Informal Dispute Panel Member, and OASIS Education Coordinator for the state. She currently serves as a Government Analyst in the Office of the Chief of Field Operations, contributing to statewide health care oversight and policy implementation. Her work reflects a deep commitment to quality assurance, regulatory compliance, and the advancement of public health standards.
Kimberly McIntyre, RN, is a registered nurse with over 20 years of clinical and managerial experience. She is currently working in the role of Senior Management Analyst Supervisor for the Florida Agency for Health Care Administration (AHCA), where she oversees a team of nurses specializing in home health with particular focus on the Home Health Aide for Medically Fragile Children Program. She also serves as the home health and hospice Independent Dispute Resolution Coordinator. Her career path has included hands on care in the surgical setting, home health, and hospice as well as provided guidance to students while working as a clinical educator. Kimberly states that her greatest and most cherished role is that of advocate for those who cannot speak for themselves.
Kimberly R. Smoak, MSH, QIDP, has been with the Agency for Health Care Administration (AHCA) since August 1995. She is the Deputy Secretary of the Division of Health Quality Assurance. The Division licenses and/or certifies and regulates 40 different providers, including hospitals, nursing homes, assisted living facilities, and home health agencies. Smoak is also the State Survey Agency Director for the State of Florida. She holds a Master of Science in Health with an emphasis in Aging Studies and is also a Qualified Intellectual Disability Professional (QIDP). In 2009 and 2017, she received Survey & Certification Achievement awards, presented by the Centers for Medicare & Medicaid Services (CMS) for her work in survey and certification.
Joshua C. Vaughn, Esq., a Pittsburgh employment defense attorney, represents employers in collective, class, and hybrid actions brought under the federal Fair Labor Standards Act (FLSA) and state wage and hour laws. He has defended employers in the health care, financial services, retail, and technology industries in state and federal courts throughout the United States.
Josh has successfully defeated conditional certification in threatened nationwide collective actions, opposed class certification under Rule 23, and has successfully resolved many other cases involving complicated legal and business issues that arise in wage and hour litigation. Josh has significant experience defending against claims for overtime (exemption misclassification, off-the-clock, overtime rate calculation), misclassification of independent contractors, minimum wage, meal and rest breaks, “suitable seats,” reporting time and split shifts, expense reimbursements, waiting-time penalties, and wage statement and wage notice violations.
Josh also has significant experience assisting clients with reviewing, drafting, and rolling out arbitration agreements; enforcing arbitration agreements; and representing clients in individual and mass arbitrations.
As the shareholder in charge of Littler’s Home Care Toolkit, Josh also counsels and defends home care agencies on the unique pre-employment, ongoing employment, and end-of-employment issues. He has represented home care agencies in class and collective action litigation brought by private plaintiffs and the U.S. Department of Labor (DOL), investigations by federal and state labor departments, investigations by federal and state equal employment agencies, investigations by the U.S. Office of Inspector General (OIG), and has presented seminars and webinars to multiple home care franchise systems, associations, and industry groups.
In addition to his practice defending and advising employers with respect to complex wage and hour litigation, Josh has helped employers enforce noncompete agreements, and has defended employers against a variety of single plaintiff claims, including claims involving race, age, gender, disability discrimination, harassment, retaliation, breach of contract, wrongful termination, intentional and negligent infliction of emotional distress, and unjust enrichment.
Josh regularly partners with clients to conduct wage and hour and employment practices audits, provide guidance regarding hiring and terminations, conduct supervisor and management training related to wage and hour compliance, provide advice regarding complex litigation strategy, and assist clients with conducting employment law due diligence related to mergers and acquisitions.
In the fall 2018 and 2021, Josh served as an adjunct professor at the University of Pittsburgh School of Law, where he taught a course on Technology and Employment law. Josh also regularly writes and speaks at seminars on employment topics facing employers.
Kim Wilkerson, LPN, BA, MBA, is the Review Choice Demonstration (RCD) Manager for SimiTree. After being an Agency owner for over 30 years in both Texas and Florida, she understands the sometimes-conflicting points of view between clinical and financial. She currently leads a team that has helped hundreds of agencies, through outsourcing as well as education, succeed under the RCD model. They process tens of thousands of submissions, ensuring agencies have consistent cash flow.
Kim has been a presenter at the National Alliance for Care at Home annual ceeting as well as other industry national and state organizations. She currently represents Region 11 on the HCAF Board of Directors.
